What's a 1/4 Finn to do?

Browsing this post on Volokh on Israel's statehood and citizenship policy, I run across this fun fact:

Finland: "The Finnish Aliens Act provides for persons who are of Finnish origin to receive permanent residence. This generally means Karelians and Ingrian Finns from the former Soviet Union, but United States, Canadian or Swedish nationals with Finnish ancestry can also apply."

Now if I can just get the same concession from Slovenia, I can easily pull a Slepko and start applying for grant money to support my Finno-Slovene-American Diaspora foundation/book writing/lobby/research project/let's-get-eurotrashed party.
